The Vanuatu Government made a decision post TC Pam to have a standing National cluster system to enable humanitarian agencies and government to development and implement disaster preparedness activities during peace time. A Government Agency holds the lead role, and a humanitarian partner holds a co-lead role. Members can include government, humanitarian agency, community groups, and private sector. The relationships and preparedness activities developed through the National cluster system has proven effective in enhancing communication and response during local lead disasters.

The Inter-Custer is the coordinating cluster for the 8 technical clusters.
